A PIA review (Program Integrity Assurance review) is the review USAC conducts on a filed FCC Form 471 application before issuing a funding decision. A PIA reviewer checks the application, and can request supporting documentation from the applicant, to confirm eligibility, competitive bidding compliance, and cost reasonableness before any FRN gets a final Funding Commitment Decision Letter.
How It Works
Not every application gets the same depth of scrutiny. USAC selects applications and individual FRNs for closer review based on risk factors, so some funding requests move through with light review while others draw a full documentation request. This is a routine part of the program, not a sign that anything is wrong with your application.
When an FRN is selected for closer review, a PIA reviewer sends the applicant a request for supporting documentation through EPC, things like contracts, bid evaluation matrices, cost allocations, or technology plans, and the applicant has a limited window to respond. From there, a reviewer can approve the request as filed, ask for corrections, reduce the requested amount, or recommend denial.
Whatever the outcome, it's communicated at the FRN level through the Funding Commitment Decision Letter (FCDL), not as a single verdict on the whole application. What This Means for You
Applicants
Keep your bid evaluation documentation, contracts, and cost allocation worksheets organized and accessible before you file, not after a PIA request lands. Respond to documentation requests inside the window EPC gives you; missing that window can turn into a reduction or denial for missing information rather than a substantive issue with your request.
Service Providers
A PIA request to your applicant customer can stall a deal you're counting on. Being ready to hand over your own bid response, contract terms, and pricing documentation quickly, if the applicant needs it to answer a PIA request, keeps the funding request moving instead of stalling in your customer's inbox.
The single most common reason a PIA documentation request drags on isn't a pricing or eligibility problem, it's a missing or outdated bid evaluation matrix from the Form 470 stage, months earlier. Applicants who treat the evaluation matrix as a throwaway spreadsheet instead of a document to keep on file end up reconstructing it under a deadline instead of just producing it.
Common Questions About PIA Review
How long does a PIA review take?
It depends on the wave your application falls in and whether a documentation request extends it. Check your application's status in EPC for the current stage rather than assuming a fixed timeline.
What triggers PIA versus automatic approval?
USAC selects applications for closer review based on risk factors like request size, service type, and application history, rather than reviewing every FRN at the same depth.
What is a PIA reviewer looking for?
Eligibility of the requested products and services, compliance with competitive bidding rules, cost reasonableness, and consistency between the Form 470, the bid documentation, and the Form 471 as filed.
What happens if I don't respond to a PIA request?
Failing to respond within the given window can result in that FRN being reduced or denied for missing information, even if the underlying request would otherwise have been approved.
Can I appeal a PIA reduction?
Yes, through USAC's standard appeals process. See our full PIA review walkthrough for how to prepare and file an appeal.
What's the difference between PIA and an audit?
PIA review happens before commitment, during application review. Audits, along with PQA and BCAP reviews, generally happen after a commitment has already been made.
Does every FRN go through PIA review?
Every FRN is subject to USAC's review process, but the depth varies. Some FRNs get selected for a full documentation review; others move through with lighter scrutiny.
