What Is an FCDL in E-Rate?

An FCDL, or Funding Commitment Decision Letter, is USAC's official notice after reviewing a Form 471 funding request, telling the applicant and service provider whether each FRN is Funded, Denied, Partially Funded, or Cancelled. USAC issues FCDLs in numbered waves throughout the funding year as it finishes reviewing batches of applications, not all at once.

How It Works

Each FCDL wave has a sequence number and a letter date. Applications don't all clear review on the same schedule, so an applicant with several FRNs can see some funded in an early wave and others held for a later one, or reviewed more closely first.

The FCDL itself includes a comment at the FRN level explaining any reduction or denial, so the decision is documented, not just a status flag. If circumstances change after an FCDL is issued, for instance an applicant successfully appeals, or files an FCC Form 500 to adjust a committed FRN, USAC issues a Revised FCDL (RFCDL) reflecting the update.

What This Means for You

Applicants

Read the FCDL comment for every FRN, not just the top-line status. A Partially Funded or reduced FRN still shows as a commitment, so it's easy to miss that the amount doesn't match what you requested unless you check the comment text.

Service Providers

Wave timing affects when you can start planning delivery and invoicing for a given FRN. Track which wave your applicants' FRNs land in rather than assuming every request on a 471 clears at the same time.

The most avoidable surprise we see is applicants who register only the Funded/Denied headline on an FCDL and skip the FRN-level comment entirely, then find out at invoicing time that a request was funded for less than requested. The comment text is where the actual explanation lives, and it's worth reading in full for every FRN, not just the ones that came back denied.
