EPC, the E-Rate Productivity Center, is USAC's online portal where applicants and service providers manage their E-Rate accounts: filing Form 470, Form 471, Form 486, and Form 500, checking FRN and FCDL status, receiving official notices, and managing entity records like BENs and SPINs. Nearly every action described in this glossary happens inside EPC.
How It Works
Entities and companies log into EPC through USAC's "One Portal" to access their account. EPC automatically tracks rule-based deadlines: it calculates the 28-day waiting period and resulting Allowable Contract Date the moment a Form 470 is certified, and displays FRN and FCDL status as review progresses.
Official communications are delivered through the EPC "News" feed rather than by mail, for funding year 2016 and later, including Funding Commitment Decision Letters and, when needed, Commitment Adjustment Letters (see our COMAD page). Entity profile data entered in EPC, like student counts, library square footage, and contact information, feeds directly into calculations elsewhere in the program, including the discount matrix and Category Two budget.
What This Means for You
Applicants
Keep your entity's EPC profile current, student counts, square footage, and contacts, since stale data quietly propagates into your discount rate and Category Two budget. Check the EPC News feed regularly rather than waiting on email.
Service Providers
Your Form 498, SPAC certifications, and FRN status all live in EPC. Make sure the right people on your team actually have EPC access and check it, not just whoever set the account up originally.
We regularly see EPC notices go unnoticed because they're delivered to whichever contact is listed on the account, not necessarily the person actually managing E-Rate day to day. Outdated EPC contact information is a quiet, recurring cause of missed deadlines that has nothing to do with the underlying E-Rate rules themselves.
